Strategic question
The value of the data is not the scorecard. It is the pattern underneath the scorecard.
The useful question is not "which videos should we make?" The useful question is: what do residents respond to when County action is competing with rent, work, family safety, language access, and uncertainty?

Residents are processing public action through daily-life stress: cost, safety, housing, work, trust, access, and belonging.

What earns attention?
Content earns attention when it reduces uncertainty, explains consequences, or gives people a practical next step.

What becomes shareable?
Protection, fairness, opportunity, and belonging travel because they are emotional shortcuts into public policy.

Residents engage with consequences, not institutional activity.

Policy becomes personal math.
People do not experience tax structure as a policy category. They experience it through bills, rent, groceries, paychecks, and fairness.

Scams, housing stress, consumer rights, and safety concerns work when they reduce confusion and make the County usable.

Civic participation, citizenship, language access, and visible leadership work when they make residents feel seen and capable.
The strategic move is to speak from resident consequence, not from government activity.

The topic is not the strategy. The frame is what makes it matter.
Residents do not react to "taxes," "immigration," "workforce," or "civic participation" in the abstract. They react when the issue becomes a recognizable stake: fairness, protection, belonging, opportunity, or practical help.

The strongest local signal is not just information. It is useful information delivered by a recognizable person.

MoCo campaign confirmation: service content generated the clearest action signal; Spanish leadership content showed stronger trust; English content needs practical utility.

English and Spanish audiences should not receive the same frame with different words. They have different jobs.

The most valuable use of limited time is to turn existing County action into resident-facing meaning. The next four slides name the four resident-stake frames we believe matter most — Fairness, Opportunity, Access, Protection — and where each one shows up in the data.

Fairness
Policy needs translation before it can become trust.
Strategic read
A policy may be correct and still fail as communication if residents cannot see what changes for them. The bridge is translation: household math, concrete thresholds, real scenarios, and the difference between "we passed this" and "this is what it means for you."
Application territory: cost of living, progressive tax, budget impact, household expenses.
What this unlocks
Progressive tax is not the insight. The insight is that fairness only becomes understandable when residents can calculate it or recognize themselves in it.

Opportunity
Opportunity content works when it gives residents a future they can locate themselves inside.
Strategic read
Residents do not need to understand every institution behind an opportunity. They need to understand the pathway: student to training, training to job, job to family mobility, and why Montgomery County is part of that future.

When institutions feel difficult to navigate, clear access content does more than inform. It tells residents that the system is meant for them, that participation is possible, and that they are not on their own.
Application territory: civic participation, citizenship, language access, voter information, County navigation.

Civic participation is not the insight. The insight is that reducing friction can become a visible act of leadership.

Protection content works when it gives people practical confidence, not fear.
Strategic read
Scams, consumer protection, housing, and tenant help are not just separate content topics. They sit inside one resident concern: "What should I do when something goes wrong, and who can help me?"
Macro context: crime and security receive stronger relative attention in Latino media. Local context: practical service and protection content already showed strong engagement.
What this unlocks
Scams or housing are not the insight. The insight is that protective authority is strongest when it gives residents steps, not anxiety.
Strategic translation
Spanish and English are not just languages. They are different strategic environments.

Spanish: trust and presence
Use Spanish to carry leadership presence, community trust, service explanation, and the human reason the issue matters.

English: utility and opportunity
Use English to make abstract County action practical: cost-of-living math, workforce future, civic clarity, and resource navigation.

Both: one clear action
Each piece should leave residents with one thing to know, one thing to do, or one office to use.
The MoCo data supports this split: Spanish is the stronger trust-and-engagement lane; English performs best when the content is useful and concrete.
